Ugo De Ambrogio has a degree in Political Science. A Sociologist and Transactional Analyst in the Organizational field, he is an IRS board member and Head of his Area. He teaches "Planning and Evaluation of Social Services" in the specialisation degree course in Social Policies and Services at the Universitą Cą Foscari di Venezia and "Management and Evaluation of Social Policies" in the degree course in Urban Planning and Local Policies at the Politecnico di Milano. He is a consultant for Regions, Provinces and Municipalities regarding the themes of planning and evaluation of interventions and Social Policies. He is also a Vice-Director of the journal Prospettive Sociali e Sanitarie.

Emanuele Ranci Ortigosa is Emeritus President and Scientific Director of IRS, the Editor-in-Chief of the journal Prospettive Sociali e Sanitarie and the series "Politiche Sociali" published by FrancoAngeli. Since 1971, he has been active in research, consultancy, training in the field of Social and Socio-sanitary Policies; the planning, organisation and evaluation of Social and Health Services; Social Expenditure; Policies Against Poverty; training executives and professional operators.
He taught Social Policy and Planning and Evaluation of Social Policies and Services at the Universitą degli Studi di Siena from 1982/83 to 1986/87 and currently teaches at the Universitą di Venezia, where he has been a Professor since 1995/96.

Daniela Mesini

Daniela Mesini is an Economist and the Deputy Director of the Social and Health Services and Policies Area at IRS. Since 1997 she has done research on themes regarding Social and Health Policies, the Nonprofit Sector and the Labour Market. As an expert she has participated in various evaluation and monitoring groups for EU programs and interventions against poverty and social exclusion, including the I and the II national evaluation of the Minimum Income Scheme.

Daniela Oliva

Daniela Oliva is a Sociologist. She has run the Training and Labour Policies Area at IRS since 1992, and since 1979 she has been active in research, consultancy, training in Master Degree programs and for public and private clients. She is past President of IRS (2010-2013). She is a member of the Associazione Italiana di Valutazione - AIV and she was a member of the Directorate Council (2004-2007). Main Areas of intervention: professional training, education, integrated training systems, labour policies, orientation, gender and disadvantaged population equal opportunity. On these themes, products and services which regard: ex-ante project selection systems; the monitoring and evaluation of project, program, policy, accreditation and quality systems; the strategic reorganization of service providers projects and/or the realisation of public policies; the theme of employability in the sphere of IC Equal (in particular, immigrants).

Flavia Pesce is a Sociologist and Director of the Training and Labour Policies Area. She received her PhD in Sociology from the Political Science and Sociology Department at the Universitą di Firenze. She is a member of EES European Evaluation Society and of AIV Italian Evaluation Society of which she was a member on the Directorate Council. She is an expert in Gender Equal Opportunity Policy and Community Planning.
Her main areas of interest are: evaluation of Gender Equal Opportunity Policies and Programs, evaluation of Training and Labour Policies and Programs, evaluation of Community Policies and Programs, analysis of the training demand in the Labour Market, planning monitoring, control and evaluation systems.

A Labour Economist, Manuela Samek Lodovici is the head of the Labour Market Area at IRS and a Professor of Public Economics at the Universitą Cattaneo (LIUC) in Castellanza and Labour Economics at the Universitą Cattolica in Milan. She is past President of IRS (2007-2010 period). Her main areas of research regard the comparative analysis of Labour Market Trends and Labour Regulation Systems, the evaluation of Labour and Equal Opportunity Policies, with emphasis on European Structural Funds, the analysis of the Medium-term Trends of Employment by Occupation Demand. On these aspects she has participated as an expert in numerous European networks and carried out consultancy for the European Commission and Local and National Public Administrations.

Scientific Advisor
Bruno Dente is the Scientific Director of IRS and Professor of Public Policy Analysis at the Politecnico di Milano.
Currently he is the President of the Evaluation Nucleus of the Milan Chamber of Commerce.
He was on the coordination team for the implementation of the Bassanini Law, Presidenza del Consiglio dei Ministri, 1998/1999; he presided over the research commissions regarding high-level management (1994-1995) and Personnel Policies in the Public Sector (193/1994) at the Public Function Department He was also a member of the Technical Scientific Committee for evaluation and strategic control, Presidenza del Consiglio dei Ministri, and of the Invalsi Board of Directors.

Giancarlo Vecchi has been the Director of Government and Administration Area at IRS since 1998 and a professor at the Polytechnic University of Milan since 2008. Formerly president of the Italian Evaluation Society (2002-2003), he is also a member of the Evaluation Unit of University Federico II - Naples (since 1994) and the Marche Region (2003-2005). His key qualifications are in the field of Public Policy Analysis, applied to: institution building; public policy evaluation; organizational analysis; planning and programming methods and instruments. He is the author of "Administrative and Institutional Capacity" for The Evaluation of Socio-Economic Development - The Guide.
